E949 Beam Line Detectors

E787 beam line detectors included: Cerenkov, Hole, BWPC1, BWPC2, PbG, B4, (Collar, Micro Collar, End Cap), target counters
E949 will add beam line detectors: additional active degrader, upstream PV, downstream PV, and a thicker Colalr counter
