Dear Robert, We would like to thank you and the referees for the helpful comments. We have revised the paper to address all the points raised as follows. The title has been changed as suggested to " Improved measurement of the K-> PI nu nubar branching ratio." Referee A. We have expanded the introduction to describe specific physics issues addressed by the measurement and related them to the work being done in the B system. We have also added several new references describing the relationship of the study to physics beyond the standard model. Referee B. We have reformulated the sections of the paper that referee B discussed to better enable the reader to understand the analysis methods used. We have eliminated possibly confusing terms and provided clear explanations of the procedure. We eliminated possible confusion regarding the index "i" that referee B mentioned by explicitly defining its meaning. As a result of the modifications mentioned above, we have also streamlined the description of the experiment to fit within the 4 page limit of PRL. The figure showing the detector schematic has been eliminated. However, the essential details of the apparatus and the improvements associated with the E787 to E949 upgrade have been provided so that the general reader can understand the technique.
