Summary on spare RS TDC channels

There are 144 channels associated with TS bank.  Currently 14 are in
use: 12 reference tubes + detector strobe + beam straobe.  So there
are 130 channels that potentially can be added to do timing in E949.
There are 66 channels ready to be used.  There are also 64 that are
not currently working.

1. 16 channels in module 5 (15..31)
  Rack L17 - Crate 3 - Slot 19 - Lower 16 channels
  no cables are plugged in.

2.  4 channels in module 11 (12..15)
  Rack L17 - Crate 3 - Slot 09 - Upper 16 channels
  The cable already is plugged in, it runs from discriminator
  located at R7-C1-Slot 21.  Just plug additional signals
  in that module.

3. 16 channels in module 11 (15..31)
  Rack L17 - Crate 3 - Slot 09 - Lower 16 channels
  no cables are plugged in.

4.  6 channels in module 17 (8..13)
  Rack L18 - Crate 3 - Slot 09 - Upper 16 channels
  The cable already is plugged in, it runs from discriminator
  located at R7-C3-Slot 21.  Just plug additional signals
  in that module.

5. 16 channels in module 17 (15..32)
  Rack L17 - Crate 3 - Slot 19 - Lower 16 channels
  no cables are plugged in.

6.  8 channels in module 24 (0..7)
  Rack L17 - Crate 4 - Slot 04 - Upper 16 channels
  The cable already is plugged in, it runs from discriminator
  located at R5-C1-Slot 21.  Just plug additional signals
  in that module.

There are also 64 channels in 2 modules (18 & 30).  Unfortunately they are
not working at the moment.  We will try to fix the situation, though we were
not succesfull so far.  Also we need at least one TDC as a spare for the RS
TDC system as a whole.

In software all 110 spare channels are associated with TS common block
