Usage: int ddu_attach()
Returns: 0 if good status, -1 if bad status.
Attaches to the DD system, but does not create a fifo.
This routine is typically called by monitoring processes
that want to have access to the shared memory segments, but
do not want to access any events.
Returns bad status if the DD system does not exist.
