Tune-up target

For this target the W field is not used and is always set = 0. The U and V
fields go from 1 to 5 but not all 25 combinations are used.  The legal
combinations are: 

                         13  24  35
                       12  23  34  45
                     11  22  33  44  55           Looking upstream
                       21  32  43  54          (in May, unfortunately,
                         31  42  53              parity was reversed)


 Final target 

The outline of the target is a rough hexagon with flats parallel to the
x-axis.  The target is divided into 3 sectors "X","Y", & "Z" which 
correspond to index W = 1,2, & 3 respectively.  Sector X occupies the top
left of the target and the U,V sub-indices run from 1 to 14 and 1 to 9
respectively:
